Broadband Access in Middlesex County April 9, 2010 Middlesex County and Bell Aliant are pleased to report that installation will be completed on 9 of the 15 towers involved in this project in April. Work is underway to complete the remaining 6 installations as quickly as possible. The next steps in the project are: to verify the connectivity to the towers that are installed, to test the service standards within the tower coverage area and to “ground truth” this area for entry of data into the Bell service network. At that point we anticipate that residents will be able to contact Bell, provide their phone number and municipal address and request service in late April or early May. For some addresses, an indoor modem will be all that is required; for others that are further from our tower locations, a Bell technician will be required to come to these homes to install an outdoor modem (installation fee will apply). The County will be offering public information sessions regarding broadband service at selected areas throughout Middlesex County. The dates for the initial sessions will be announced next week. In response to the provincial announcement, we moved

Bell-Aliant was selected as the preferred vendor. Last month, we had hoped to provide additional
details in regard to the We submitted our detailed budget and technical plan
to the province in March of 2009. In April, we received a request from
the province for additional information and an increased level of detail
in regard to several key areas of the project, including the requirement
for open access to the completed network. Currently, Bell-Aliant is
working very hard to provide the province with the additional
information and detail that they require to approve the implementation
of our project plan. Despite the delay in receiving approval of our
technical plan from the We thank you for your continued support of the
Middlesex County Broadband Program and we look forward to providing you
with additional details in regard to the project, once the technical
plan and detailed budget have been approved by the Province of Ontario.
