Introduction Due to changes in the
delivery of Social Assistance, applicants applying
for Ontario Works will now apply for these services
via telephone.
Two Step Process
The new intake process will feature two steps:
1. Telephone screening to explore applicants' financial edibility for Ontario
Works .
2. Attendance at an Ontario Works Information Session, or face-to-face
interview. This process will be conducted with a caseworker at the local Ontario
Works office to verify eligibility. Applicants who contact their local office,
by phone or in person, will be referred to the Intake Screening unit to provide
relevant information.
People who are unable to be screened over the phone will not be required to use
the new process, and will be able to access service at the local Ontario
Works office.
The Procedure
Specialized Financial Assessment workers will go through the application
process with the applicant while entering information directly into the system
using new technology.
A consent for third party checks will be requested.
If the telephone application indicates potential financial eligibility for
social assistance, applicants will be scheduled for a face-to-face interview at
the local Ontario Works office.
The Benefits
Screening by telephone will significantly reduce the time and effort involved
in the current application process for both applicants and Ontario Works staff.
More time will be available to focus on employment and other services for
clients.
Required Information
In order to process the application over the phone, you will need to provide
the following for each member of the family:
- Date of Birth
- Social Insurance Number
- Health Card Number
- Address Details
- Bank Account Information
- Employment History
- Rent or Mortgage details
- Assets (ie. vehicles, RSP's, Life Insurance,
etc)
- Income from other sources (ie. child support,
CPP, EIB, NCBS)
Verification of this information will need to be provided at the face-to-face
interview.
Conditions of Eligibility
An applicant my be ineligible if he or she:
- resides outside of Ontario
- has total income or assets in excess of
legislated limits
- resides with parents, and is not financially
independent, and has no dependents of his/her own
- a single person who is incarcerated full time
- a single person under the age of 16 years
without dependents; or
- a single person without dependents and in
receipt of a student loan (OSAP) under the Ministry
of Colleges and Universities Act, or the Canada
Student Loan Act
If an applicant disagrees with a conclusion of financial ineligibility they
may request a review of that conclusion within thirty days.
This appeal process will involve attendance at a face-to-face interview with
a caseworker at the local Ontario Works office.
